(1) Higher education will be free for Dalit, marginalized, disabled and economically disadvantaged students who are enrolled in universities or affiliated private and community educational institutions after fulfilling the criteria set by the university.
(2) For the purpose of sub-section (1), the basis, criteria, and other arrangements related to classification shall be as prescribed by the Government of Nepal by publishing a notice in the Nepal Gazette.
(3) Sub-section: (2) facility as per a. Students will be allowed to use it only once in each level.
(4) Regardless of what is written in the existing law, seats will be reserved for Dalit students for admission to technical and professional higher education.
(5) The university will arrange higher education for the sons and daughters of martyrs, disappeared persons and disabled persons as per the prevailing laws.
(6) Students who have studied in community schools from class six to class ten will get a scholarship according to the laws prevailing in higher education.
